The short answer: yes, you can use ChatGPT in Qatar. The tool itself is not prohibited. What Qatar's Personal Data Privacy Law (PDPL, Law No. 13 of 2016) regulates is not the tool - it's the personal data you put into it.

That distinction is where almost every business we audit gets caught out.

The PDPL requires a lawful basis and appropriate safeguards before personal data is collected, processed or transferred. Personal data of a 'special nature' - health information, beliefs, criminal records, location - carries heightened obligations.

When an employee pastes a customer's name, a contract, a CV or a medical detail into a public AI tool, that data is processed on infrastructure you don't control, often outside Qatar, with no agreement governing how it's stored or reused. That is processing without a lawful basis or safeguards.

Breaches of the PDPL can carry penalties up to QAR 5,000,000, with related criminal exposure of up to three years. For expatriate staff, other instruments - such as the Cybercrime Law - can add deportation to the picture.

The risk isn't theoretical. It's the single most common gap we find: everyday, well-intentioned use of AI tools with no policy, no approved-tool list, and no vendor agreements behind it.
